The Intelligence Ombudspersons’ Office is a state budgetary institution accountable to the Seimas of the Republic of Lithuania, which ensures the work of the Lithuanian Intelligence Ombudspersons and assists in carrying out inspections and investigations of the activities of the intelligence agencies, examining complaints from applicants and reports from intelligence officers, preparing methodological recommendations and providing consultations. The Office is owned by the State. The rights and obligations of the owner of the Office are exercised by the Government of the Republic of Lithuania.

The following operating priorities have been set for the Intelligence Ombudspersons’ Office in 2023-2025:

1. strengthening the oversight of human rights and freedoms in the activities of  intelligence agencies by ensuring the work of the Intelligence Ombudspersons and assisting them in carrying out inspections and investigations of the work of the intelligence agencies and in resolving complaints from applicants and reports from intelligence officers;
2. ensuring oversight of the lawfulness of the processing of personal data by an intelligence agency for national security or defence purposes;
3. providing methodological recommendations and/or advice to intelligence agencies in the area of human rights and freedoms and suggestions for improving the legislation on the activities of intelligence agencies, protection of human rights and freedoms and protection of personal data processed for national security or defence purposes;
4. dissemination of information on the protection of human rights and freedoms in intelligence agencies and the activities of the Office.
